effects of DU munitions; the report on chemical toxicity will be published
later this year. The Report leaves many questions unanswered but Professor
Spratt did acknowledge that governments have a responsibility to understand
the ‘possible risks to soldiers and civilians’ of the weapons
they use. It does not seem to have advanced the understanding, but has
